Councillors are set to change zoning bylaws to make it easier to build towers in high-density parts of the city including Garneau and Oliver.
The Edmonton Journal reports that the old laws worked for suburban areas but in urban locations land has been left empty as developers battle with officials over their plans.
As well as towers, the rule changes are expected to be more flexible on designs and mixed-use of sites. However, those wanting to build towers of 18-20 storeys will still face tough negotiations with planners.
Stakeholders in the city have expressed concern that residential areas will be squeezed by greater use of lots for commercial buildings.
